I don't see how this is true - I have a friend who was sending e-mails occaisionally from the Hyatt Hotel in New Orleans where the mayor and several city council members were stationed. His job was part of the staff keeping the computers up and running on generators. So for sure the mayor was not moved to Baton Rouge.
