Heroic local officers with the Portland Police department did an explosive sweep on vehicles belonging to criminal elements connected to Mossad agent Michael Chertoff. Cherotff was in town to participate in a SAIC-scripted "terror drill." Counterterrorsim analysts in the blogosphere had voiced concern that Chertoff would use the opportunity to take the drill "live," blaming a false-flag attack on Iran.

Portland activists should be commended for alerting local law enforcement as to who the real terrorists are.

"Portland police cordoned off several blocks around the Lloyd Center, marking off the area with thousands of feet of yellow tape blowing in the afternoon wind. They also shut down MAX trains through the area, and alerted people inside the hotel and surrounding buildings. Some in those buildings chose to evacuate, while others remained in place.

By 3:45 p.m., Police spokesman Brian Schmautz said officials "were comfortable" there was nothing sinister going on. Shortly after that, TriMet spokeswoman Peggy LaPoint said the red and blue MAX lines were back open in both directions through the area.

Nonetheless, Topoff activities at the hotel were quickly canceled earlier in the afternoon. Schmautz said officers had been sweeping the area in advance of visits by Chertoff and high-ranking military personnel using a pair of "explosives sensitive" police dogs. "One dog got an alert at this car. The second dog was called in and also gave an alert." A third dog later came to the parking garage, and had the same reaction as the first two.

Authorities initially focused on one vehicle, which turned out to be owned by a participant in the Topoff exercise.

"PORTLAND, Ore. - Bomb-sniffing dogs being used for a TOPOFF exercise in northeast Portland detected the real thing, prompting police to cordon off a hotel, close nearby streets and shut down the MAX.

According to Brian Schmautz with the Portland Police Bureau, as officials were doing a sweep of the Doubletree Hotel located near the Lloyd Center, bomb-sniffing dogs got a hit on a car in the vicinity.

There is currently a heavy police presence in the area while police investigate. The TOPOFF exercise scheduled to take place at the hotel has been canceled.

The National Institute of Standards and Technology finally responded earlier this month and denied a Request for Correction (RFC) filed by Dr. Morgan Reynolds regarding its 9/11 report. Reynolds has offered some preliminary thoughts at his NoMoreGames.net:

"At the appropriate time I will formally appeal NIST's decision, but meanwhile I have filed two requests to obtain NIST data under the Freedom of Information Act (FOIA) so that I may properly exercise my appeal rights:
• Video evidence from original sources of airplanes at the WTC, held on a secure NIST server
• NIST contract with Science Applications International Corporation (SAIC) and related documents regarding the NIST work performed by SAIC

Airplane Video Fakery

So-called live videos of the south tower plane "event" showed a plane image disappearing behind the South Tower wall, although at least one shows a plane's nose momentarily exiting the opposite north side, then fade to black, an obvious "overshooting" error in video fakery. Subsequent videos of airplane image entry into the south tower emerged in days, months and years later. These "penetration" videos show impossible physics like little or no deceleration, which NIST and its contractors have accepted at face value. These impossibilities were modeled, allegedly via sophisticated methods, according to the NIST response to my RFC: "The models used to analyze the aircraft impact into the towers fully capture the constitutive properties of the aircraft and the building materials and account for the deformation, fracture, and failure of these materials as well as conservation of momentum and energy." NIST, of course, did no such thing. NIST did not account for the conservation of momentum and energy because energy can only be spent once. Energy consumed in fracturing tower materials and impressing a cartoon-like outline of an airliner's silhouette of passage is not available for constant speed. The event as depicted by NIST is impossible.

NIST asserts in its defense, "By using original sources of photographic and video evidence and by using a NIST expert to obtain copies of material directly from these original sources, NIST was able to ensure the integrity of the photographic and video evidence used in the investigation. Further, all photographs and video records obtained by NIST are kept on a secure server with access limited only to authorized NIST personnel." Am I supposed to accept NIST assertions at face value? Does NIST deny, for example, that the FBI had custody of the Evan Fairbank video for hours and returned only part of the video to Fairbank? NIST does not comment. NIST claims it "collected photographs and videos from original sources only," yet evidence showing physically impossible events like no crash and no deceleration in the plane image must be fake unless NIST believes Newtonian mechanics no longer apply. "Further, all photographs and video records obtained by NIST are kept on a secure server with access limited only to authorized NIST personnel," NIST asserts. Secret evidence is no evidence at all. Until shown otherwise, I am told to rely on NIST assertions, undocumented, without proof. To properly pursue my appeal, that is, confirm NIST's claims independently, I must have access to the photographic and video evidence NIST has denied to me and other taxpayers. I will file a FOIA request to obtain this evidence in order to properly exercise my appeal rights.

Are SAIC's Hands Clean?

In my supplemental letter, I asserted that SAIC had a clear and palpable conflict of interest and offered evidence to support that proposition. "SAIC was contracted by NIST to provide administrative support to the team conducting the investigation," NIST responds. "They did not perform technical work in support of the investigation." Yet NIST offers no proof and no documentation for the claim that SAIC did no technical work, only administrative work. SAIC was the largest NIST contractor with 25 employees assigned, followed by ARA with 9, so it is hard to believe that SAIC performed no technical work. SAIC does not reveal the job titles and professional training of its employees and NIST likewise has kept its WTC contract with SAIC secret. I will file a FOIA request to obtain this NIST contract and all related evidence to discover the work SAIC performed.

Are ARA's Hands Clean?

My original RFC identified ARA as the principal contractor hired to analyze plane impacts and create relevant animations. I obtained this data from the NIST contract with ARA as presented on NIST's website. But NIST is silent about the role ARA played in plane analysis and animation. The NIST published contract with ARA clearly specified that ARA would perform analyses and animations of plane impacts on the towers. If accurate, ARA plainly violated Newtonian mechanics and substituted patently false physics in its analyses and animations and is therefore culpable for fraudulent and misleading misrepresentations. What role did ARA play? Unless NIST reveals ARA's role with supporting evidence, I may have to file a FOIA request regarding the work ARA performed.

"North American Aerospace Defense Command and U.S. Northern Command along with U.S. Pacific Command, the Department of Homeland Security as well as local, state and other federal responders will exercise their response abilities against a variety of potential threats during Exercise Vigilant Shield ‘08, a Chairman of the Joint Chiefs of Staff-designated, North American Aerospace Defense Command (NORAD) and U.S. Northern Command (USNORTHCOM)-sponsored, and U.S. Joint Forces Command[JFCOM]-supported Department of Defense exercise for homeland defense and defense support of civil authorities missions.

VS-08 will be conducted concurrent with Top Officials 4 (TOPOFF 4), the nation’s premier exercise of terrorism preparedness sponsored by the Department of Homeland Security, and several other linked exercises as part of the National Level Exercise 1-08. These linked exercises will take place October 15-20 and are being conducted throughout the United States and in conjunction with several partner nations including Australia, Canada, and the United Kingdom, as well as the Territory of Guam.

VS-08 and National Level Exercise 1-08 will provide local, state, tribal, interagency, Department of Defense, and non-governmental organizations and agencies involved in homeland security and homeland defense the opportunity to participate in a full range of exercise scenarios that will better prepare participants to prevent and respond to national crises. The participating organizations will conduct a multi-layered, civilian-led response to a national crisis.

USNORTHCOM’s primary exercise venues for VS-08 include locations in Oregon, Arizona and a cooperative venue with USPACOM in the Territory of Guam. NORAD’s aerospace detection and defense events will take place across all the exercise venues, to exercise the ability to mobilize resources for aerospace defense, aerospace control, maritime warning, and coordination of air operations in a disaster area. Exercise VIGILANT SHIELD Objectives:
· Demonstrate multiagency, multijurisdictional unity of effort in support of a civilian-led response to a national crisis through collaboration with local, state, and federal responders to a series of catastrophic events.
· Reinforce operational and strategic relationships between USNORTHCOM and the
Department of Homeland Security.
· Provide an opportunity for local, state, and federal leaders to conduct and lead response efforts within their state including the use of state assets, emergency management assistance agreements, and support from federal resources, including active duty military forces.
· Assess NORAD and USNORTHCOM assigned units in the execution of homeland defense and defense support of civil authorities missions.
· Evaluate NORAD and USNORTHCOM staff implementation of Concept Plans to include effects-based approach planning and operations to protect the homeland from missile attack.
· Provide continuous Integrated Tactical Warning and Attack Assessment to all agencies, via NORAD.
· Evaluate various combatant commands’ operational coordination.

From Federal Computer Week Feb. 8, 2007:

"As part of an exercise involving a simulated terrorism attack, the Homeland Security Department wants to gauge the extent to which the public would trust information DHS releases electronically.

Like its predecessors, the fourth Top Officials (TopOff) exercise is intended to test the nation's readiness to deal with a large-scale terrorist attacks. This time, the exercise will test the department's public communications strategy.

The idea is to give the public information that is as complete and timely as possible about the events surrounding the attacks and what actions they should take to protect themselves. DHS will provide that information in two formats: a live video feed and a Web site. The live feed will resemble a newscast, according to DHS, featuring interviews with public officials and other experts, while the Web site will function more like a newspaper.

DHS recently released a notice requesting likely sources for a possible yearlong evaluation of the public's understanding of the information the exercise will produce, and its trust in and compliance with the messages included.

The TopOff 4 exercise will be held in Portland, Ore., and Guam and follows a preliminary exercise held in June last year called TopOff 4 Command Post Exercise (TopOff 4 CPX), which involved more than 4,000 people from more than 85 federal, state, local and private industry organizations.

That exercise for the first time also included DHS, the FBI and the Federal Emergency Management Agency to test the coordination capabilities of the various participants. The lessons learned from that event will be carried through into this year’s exercise.

"The nation is preparing for its biggest terrorism exercise ever next week when three fictional "dirty bombs" go off and cripple transportation arteries in two major U.S. cities and Guam, according to a document obtained by The Associated Press.

Yet even as this drill begins, details from the previous national exercise held in 2005 have yet to be publicly released — information that's supposed to help officials prepare for the next real attack.

House lawmakers were expected to demand answers Wednesday, including why the "after-action" report from 2005 hasn't been made public. Congress has required the exercise since 2000, but has done little in the way of oversight beyond attending the actual events.

Next week will be the fourth Top Officials exercise — dubbed TOPOFF. The program costs about $25 million a year and involves the federal government's highest officials, such as top people from the Defense and Homeland Security departments.

According to an internal department briefing of next week's exercise obtained by AP, a dirty bomb will go off at a Cabras power plant in Guam; another dirty bomb will explode on the Steel Bridge in Portland, Ore., impacting major transportation systems, and a third dirty bomb will explode at the intersection of busy routes 101 and 202 near Phoenix.

Local hospitals and law enforcement agencies will be involved in the "attacks" by the dirty bombs, which are conventional explosives that include some radioactive material that would cause contamination over a limited area but not create actual nuclear explosions.

Of course, what the feds and PMCs use the data for is to exploit the weak points for a future "event." This is what FEMA did with the Hurricane Pam drill in Louisiana -- they used the weaknesses they uncovered in Louisiana to inflict as much suffering as possible during the Hurricane Katrina operation. Little wonder they're keeping everything secret.

Dr. Morgan Reynolds has announced that his qui tam lawsuit against the federal government's National Institute of Standards and Technology has been unsealed. Reynolds posted the announcement to his NoMoreGames.net August 21, 2007:

"Last month the U.S. District Court, Southern New York, unsealed a 9/11 case filed by Dr. Morgan Reynolds, thereby making the case public. Reynolds is suing on behalf of the United States of America after the U. S. Attorney for the Southern District of New York who represents "the government" declined to intervene in the case. The suit, a so-called qui tam case, alleges that the 9/11 contractors NIST hired to investigate destruction of the WTC Towers on 9/11 defrauded the U.S. government of substantial money by rendering bogus, impossible physical analysis and animations about how two hollow aluminum aircraft (allegedly Boeing 767s) flew into a steel/concrete tower and disappeared. Yet it can be easily demonstrated, after a great deal of hard work by dedicated 9/11 researchers, that no planes hit the towers. The office of Reynolds' attorney, Jerry V. Leaphart of Connecticut, is now serving(notifying) the defendants in the suit, including Science Applications International Corporation (SAIC), Applied Research Associates (ARA), Boeing, American Airlines, United Airlines and Silverstein Properties. The destruction of the WTC on September 11, 2001, was caused, in whole or in part, by the use of Directed Energy Weapons, consisting in High Energy Lasers and or other operational, but largely secret weapons that are, nonetheless, known to exist and known to have been deployed and/or deployable in the year 2001, before and after. It is also clear and apparent on its face that NIST’s explanation of the destruction of WTC1,2, issued in or about the month of September, 2005, is blatantly false, incomplete, misleading and fraudulent.

SAIC engaged in fraud, then, in the wrong place and in the wrong context. Between ARA and SAIC, some twenty-five (25) persons were assigned to work on, by literally surrounding and, accordingly, controlling and manipulating, NIST officials such that fraud, the intended outcome, did, in fact, occur. It is telling that the two contractors who were most numerous among NIST’s contractors were those whose primary expertise includes the development of Directed Energy Weapons (DEW) and psychological operations (psy ops), as that term is understood for military and warfare purposes, respectively. Small wonder, then, that NIST did not investigate what caused the destruction of WTC 1,2; namely, DEW, carried out in the manner of a psy op.
